he created it, created forms to piece together to form an image. (at least I think that's how vector works)

Besides Deviantart isn't just for drawing, there are photographers and sculpters and costumers, and writers too... o .O

Yea, your right for most, vector can be created using simple sahpes, or complex shapes. And vector is a style of art.
